This session will discuss the important role that national urban policies can play in improving the fiscal health of local governments serving urban areas. Well managed fiscal governance will assure that urban governments are able to provide their residents with public services and infrastructure that support a high quality of life and promote economic growth. The session will explain the conditions for the operation of fiscally healthy governments and the importance of a well designed system of intergovernmental transfers. It will also analyze a case study on France.
